In 2011, Equal in Rights published “ Frontloading Human Rights: A Conceptual Framework for Building Budget and Realising rights” by Victor Steenbergen. This paper defines all the key concepts and provides an understanding of their relevance for Frontloading Human Rights. These include human rights and the human rights-based approach, the government budget-process and its relation to human rights realization, and the important role civil society has to play in engaging in human rights-budget work.It also defines Frontloading Human Rights as a set of stages that an organization should follow in order to draft a human rights-based budget proposal. However, this document should not be seen as an operational guide to directly implement a frontloading-exercise. Rather, it is intended as a resource guide providing an extensive review of the background literature on budgeting for human rights in relation to Frontloading Human Rights.
