In December 2010, The Council of Europe Commissioner for Human Rights in an article, "Austerity Budgets Will Cause Further Child Poverty", recently said that political priorities and budget allocations are the principal reasons for the large differences in child poverty rates among European countries, and between those countries in similar economic situations. A sound welfare system that does not discriminate against marginalized children, ensuring allocations for good health care and education systems, help reduce child poverty. Reducing budget allocations for primary services for poor children will only bring about more serious problems in the future, and violates the UN Convention on the Rights of the Child, according to which States must allocate the maximum available resources to realize children's rights. |
