The Human Development Report of 2006, “Beyond scarcity: Power, poverty and the global water crisis” looks at the access to water and sanitation as a basic human need and a fundamental human right. This report also documents the social and economic costs of a crisis in water and sanitation, looks at the government’s budget and spending related to water and sanitation and compares it with spending in other sectors, analyze countries’ lack of policies and strategies to tackle the water and sanitation crisis, and identifies a framework for a national action plan to address the water and sanitation crisis and discuss the importance of international aid on this matter. |
