Without decent shelter, a person cannot live in dignity.  The right to housing is guaranteed by UDHR article 25 that guarantees an adequate standard of living, including housing. right2housingrevArticle 11 of the ICESCR provides for a similar guarantee.  The Committee on Economic, Social and Cultural Rights (CESCR) has issued two General Comments related to the right to housing:  General Comment 4 on the right to housing and General Comment 7 on forced evictions.  For a fuller iteration of international and regional standards related to the right to housing, see Litigating Economic, Social and Cultural Rights: Legal Practitioners Dossier.  (See pp. 66-87.  The dossier is a publication of the Centre on Housing Rights and Evictions (COHRE)).

There has not, as yet, been extensive budget work done on the right to housing.   What work has been done has generally focused on the adequacy of funding for low-income housing construction as well as housing subsidies, and discrimination in access to subsidized housing.
